Yes, there is a data density penalty to using reverse key indexes, but the proportion of free space is 25%, not 50%. This is discussed at the end of the tip Considering Synthetic Keys and Reverse Key Indexes.

Is there a problem with the reverse key indexes doing too many block splits? The last time I ran a test inserting several thousand rows of data using a sequence for the primary key, the leaf blocks were all 50% full.
